The abject failure of the 2005 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) brings home the fragility of the international non-proliferation regime. In fact, we may be on the verge of a new round of proliferation in Asia and the Middle East. Many believe that the non-proliferation regime will fail to stop Japan, South Korea and perhaps Taiwan developing nuclear weapons if North Korea demonstrates that it has nuclear weapons by, for example, conducting a nuclear test. And if Iran acquires nuclear weapons, some argue that Egypt, Saudi Arabia and possibly Syria will follow suit. (1) A discussion of the current state of the world's nuclear arsenals is, therefore, timely. It might be useful to start by asking why countries want nuclear weapons in the first place.
